D 4.4 Synthesis report of policy lessons for the green transition

GreenPaths
This synthesis paper draws lessons from the fourth working package of the GreenPaths project. Based on the work by GreenPaths partners on the policy coherence of institutional, legal and regulatory frameworks for the green transition and the political economy of green transitions, it provides seven suggestions for enhancing policy coherence. We situate the political economy analysis in three dimensions of policy coherence; policy quality, policy effects and stakeholder participation. This analysis revealed profound incoherencies across EU-wide and national frameworks, reflecting underlying political-economic structures that systematically prioritise accumulation over ecological sustainability and social justice. Examining policy quality, impacts, and stakeholder participation shows that these structures produce contradictions rather than coordination.

D4.3 Discussion paper on the political economy of green transitions

GreenPaths

This discussion paper, on the political economy of just transitions, examines how power relations, economic structures, and political institutions work towards shaping policy outcomes and distributional consequences in the context of just transition. It moves beyond technical or managerial framings to interrogate the costs and benefits – or who might win or lose – from different transition pathways, how capital accumulation patterns are reconfigured or reproduced, and which social forces drive or resist transformation. Hence, the discussion paper adopts a political economy lens to reveal the underlying conflicts and power asymmetries that different stakeholders’ positions reflect, and to assess whether proposed transition frameworks challenge or reinforce existing patterns of inequality and exploitation.

This policy paper examines the coherence of EU and national policy frameworks on the just transition, in light of their social impacts and international agreements. Based on the analysis of green transition policies conducted in the case studies in WP3, this paper examines the coherence of EU and national policies across three key dimensions: policy quality, policy impacts, and stakeholder participation. Taking these three dimensions, the paper shows that EU and national policy frameworks are not coherent in bringing about the green and just transition.

This D4.1 summary report summarises the conceptual and methodological guidelines and advice for the appraisal of the significance of institutional, regulatory and legal frameworks for the GreenPaths case studies. It consists of a summary of the process and key lessons learned in supplying assistance on working with the different institutional, regulatory and legal frameworks that were encountered in the GreenPaths case studies. Such frameworks consist of legal and policy documents, rulings and institutionally and politically salient events and circumstances. Understanding how to weigh the importance of these different resources requires specific conceptual and methodological guidelines on how these documents hang together and interrelate. These conceptual and methodological guidelines were used in the 15 GreenPaths case studies to further enhance the analysis of legal and policy frameworks.

Discussion Paper: “Reflection on GreenPaths case studies: identifying impacts of just transition policies in the EU and Global South”

GreenPaths

The GreenPaths project has developed 15 case studies to evaluate the social and environmental impacts of just transition policies in diverse contexts. Due to the geographical, sectoral, methodological, and conceptual diversity of these cases, it is challenging to establish a systematic comparison that yields clear conclusions.
To address the diversity of results, an internal webinar was organised, aimed at identifying common patterns or specificities linked to sectors or cases, as well as insights that can inspire the redesign and improvement of just transition policies. The purpose of this session was to invite reflection and discussion in an argumentative, critical and open tone, and the outcomes led to the present discussion paper.

This deliverable builds on the results of the case studies developed in WP3, particularly task T3.4, and synthesises the main findings of the project’s research on the social impacts of green transitions. It brings together 15 case-study reports conducted in diverse national and regional contexts. An internal webinar was organised to identify common patterns, sectoral specificities and policy-relevant insights for just transitions. This exchange led to a discussion paper, guided by the Analytical Framework (D2.4), which enhanced the coherence and quality of the project outputs, notably for the co-design of green transition pathways in WP5. The deliverable also outlines related dissemination activities.

Climate inequality in Spain

This report examines several dimensions of climate inequality in Spain and the country’s share of responsibility at the global level. It explores disparities in carbon emissions, in the impacts of global warming and in the capacities different groups have to cope with them, as well as the unequal participation of social actors in decision-making on policies that affect everyone. The report also presents potential solutions and offers recommendations for a fair, equitable, and sustainable adaptation and energy transition—one that does not come at the expense of social or ecological well-being, and that advances climate justice. Both adaptation and transition efforts must avoid repeating past imbalances and must ensure that the costs, opportunities, and benefits of change are shared fairly and equitably.

The Intra-regional Divide in the Face of the Green Transition: Empirical Analysis for the Municipalities of Cantabria

This resource is a research paper published in Revista de Economía Mundial/Journal of World Economy. It analyses intra-regional differences in vulnerability to the green transition, using data for the municipalities of a Spanish region: Cantabria. The results show a deep intra-regional divide, where deprived, rural and depopulated municipalities are the most vulnerable to the green transition. These results complement the existent evidence on inter-regional differences in vulnerability to the green transition in the European Union, extending it to the analysis of intra-regional differences. This shows that the green transition may increase polarisation not only between regions, but also within regions.

Citizens’ Assemblies and European Green Deal A perfect (mis)match?

The European Green Deal has missed a key chance to tap into the recent deliberative wave across Europe. Yet the green transition is ongoing and must accelerate – with citizens at its core. Its success hinges on meeting people’s needs and embedding social impact in strong environmental policies. Citizens’ assemblies offer a way to ensure voices are heard at all levels, from local communities to EU institutions.

This publication is part of the Green European Foundation’s work on Democracy and Participation and is the result of a collaborative  process between partner organisations from Belgium, Croatia, Finland, North Macedonia, and Serbia within the project Green Deal  for  All – Citizen’s Assemblies in Action, organised by the Green European Foundation.  Recognising the huge gap between the top-down implementation of the European Green Deal – reduced merely to a series of technological and financial measures – and the needs of various societies and communities across Europe, the aim was to explore the role citizens’ assemblies can play in ensuring its bottom-up democratisation.

Post-growth Future(s): New Voices, Novel Visions

This publication brings together 20 authors from across Europe to explore what a future beyond growth could look like. Through diverse perspectives, it examines how post-growth ideas can reshape economic structures, social justice frameworks, and environmental policies. It also highlights how new voices (academics, activists, and policymakers) are translating these ideas into concrete political and policy action. By connecting emerging debates with real-world transformations, the publication contributes to strengthening the movement for a just and sustainable post-growth future.

This publication is part of the Green European Foundation’s work on post-growth in the scope of the project Post-Growth Future(s). It builds on discussions from key post-growth events, including the Beyond Growth Conference in Brussels and the International Degrowth Conference in Zagreb. The publication amplifies new ideas and connects them with the broader movement for systemic change.

From Policy to Plate Advancing Healthy, Sustainable and Just Public Food Procurement in the EU

This policy paper, created through the GreenPaths project, stresses the importance of balancing environmental, social, and geopolitical considerations in order to build a fair and sustainable food system across Europe.

Public procurement is no longer just an administrative task but has become an influential geopolitical tool. Governments’ ability to influence food systems through procurement policies is essential for addressing future crises, securing food sovereignty, and ensuring economic stability. As the EU continues to develop its Green Deal and Farm to Fork Strategy, it must make sure procurement policies support not only sustainability and public health goals but also long-term geopolitical stability. Transitioning to sustainable public food procurement should be part of the EU’s broader geopolitical strategy, ensuring resilience against market shocks, trade disruptions, and financial manipulation.

Does the Social Electricity Voucher Reach Those Who Need It?

An analysis of the coverage rates and household characteristics of those who receive, or should potentially receive, the “social electricity voucher,” a social benefit from the Spanish administration aimed at reducing energy poverty. This article presents four main reasons why Regional Development Banks are important for current growth. It does so by analysing the changes that the banks have undergone over three generations of their evolution. As part of this analysis, the article highlights the core functions of the different types of banks established in the three distinct periods and also traces how banks founded in earlier periods have changed and evolved their functions according to the dominant trends and policies of each period. Finally, it briefly examines the European Investment Bank as a central part of a new and necessary European architecture for the world’s green transition.
