Just Transition and care: An international inquiry

The report, Just Transition and Care Work: An International Inquiry, published in November 2025 by the United Nations Research Institute for Social Development (UNRISD), is the culmination of a multi-year project by the Just Transition and Care (JTC) initiative to connect the Just Transition framework with the essential but often overlooked realm of care work.

The research begins with the premise that the climate crisis and the crisis of care share a common root: an economy that prioritises profit over life. To explore what a Just Transition would look like if it took care seriously, the project coordinated a “workers’ inquiry,” listening directly to 17 representatives from five areas of care work across 12 countries between 2021 and 2023.

The report redefines “care” as the work that produces, sustains, and provides for human life and the environment—performed by the majority of working people. It argues that a true Just Transition must extend beyond jobs and decarbonisation to include the conditions that sustain life (ecosocial welfare policies), and must be guided by principles of global justice alongside the full recognition and fair compensation of care workers.

Oxfam Peru presents a powerful episode exploring how fair the future energy transition really is.

In this episode of the podcast Que No Te Floreen, Oxfam highlights that achieving a fair and just transition requires the meaningful inclusion of women’s voices, as well as those of Indigenous communities that have long been excluded from decision-making processes.

The episode features an interview with Carlos Monge, a well-known researcher, anthropologist and historian, who analyses the key dimensions and challenges of a just energy transition.

Report on young people’s perception of the ecological transition, 2025 (Spain)

Authored by the Just Transition Observatory research team, the report analyses the 2025 survey findings for people aged 18–30 and examines how their views have changed since 2023. It compares young people’s perceptions with those of the wider Spanish population to identify trends and differences. The analysis also includes breakdowns by gender, youth age subgroups, and educational attainment.

Training Series: Strategies for Communicating about Green Taxation

The Training Series : “Strategies for Communicating about Green Taxation”, is organised by Oxfam Intermón and Laintersección, as part of a project supported by the European Climate Foundation (ECF), and is designed to help communicators, journalists, and professionals better understand and explain green taxation in an engaging and accessible way.

The programme aims to translate complex fiscal concepts into everyday language, connect them with people’s daily lives, and place the green transition and fiscal justice at the heart of public debate.

Across six sessions, participants explore how to build effective narratives, identify audiences, and develop communication strategies for both social media and traditional press, all guided by leading professionals and experts in the field.

Europe’s Environment 2025 is the European Environment Agency’s flagship report, published every five years. It offers a comprehensive, science-based assessment of Europe’s environment, climate, and sustainability, using validated data from 38 European countries.

The report:

How Green Is Your Deal? A podcast by GreenDeal-NET

GreenDeal-NET is a Jean Monnet Network dedicated to exploring the European Green Deal and the complex governance challenges it presents in the pursuit of sustainability and climate neutrality. Its mission is to deepen our understanding of what a fair and effective climate transition could look like, with a particular focus on the governance dimensions of the European Green Deal.

The network brings together research and teaching on European climate and sustainability governance, offering a dynamic space for collaboration, dialogue, and knowledge exchange.

BOLSTER Toolkit

The BOLSTER project (Bridging Organizations and marginalized communities for Local Sustainability Transitions in EuRope) is an EU initiative that aims to understand how marginalized communities are affected by European Green Deal (EGD)-related policies and to see whether involving them in decision-making processes increases the support for transition plans. The project is coordinated by Tilburg University, and began on September 2022.

One of the key results of the project is the BOLSTER Toolkit, which provides governance models, policy recommendations, and practical guidelines to support a just transition. The tools included have been piloted and validated during the BOLSTER project. The policy recommendations and guidelines are the outcome of in-depth research combined with extensive dialogue with local communities and stakeholders in both the target and study regions.

The toolkit can be consulted and downloaded in the project’s website. The material will be useful for public authorities, civic organizations, industries, and researchers.

Women in the Ecological Transition

Women in the Ecological Transition is a new biennial publication by the Spanish Ministry for the Ecological Transition and the Demographic Challenge, aimed at providing regularly updated data, indicators, and gender-based analyses on the state and progress of (in)equality between women and men , as well as among different profiles of women and men , across various areas related to the ecological transition.

Women in the Ecological Transition 2025 is the first edition in this series. The report presents key findings from a quantitative analysis with an intersectional gender perspective, using 53 indicators across 10 areas: Climate change; Green employment and entrepreneurship; University, vocational, and employment training in the ecological transition; Ecological transition governance; Sustainable habits; Health; Energy; Biodiversity, forests, and protected natural areas management; Water; and the Marine environment. The data are at the national level (Spain) and are compared, depending on the source, with EU-27 averages and member states or with Spain’s Autonomous Communities.

EUTeens4Green: Promoting youth participation in Just Transition

The EUTeens4Green project was launched to address today’s challenges by empowering teenagers to lead change. It supports youth-driven initiatives that promote a green recovery in their regions and strengthen Cohesion policy governance. By providing grants for local actions, the project encourages young people to take ownership of the green transition and fosters their active participation in society.

As part of the webinar series organised under the GreenPaths project, we had the pleasure of welcoming Lucía S. as a speaker, who shared valuable insights about the EUTeens4Green project. The webinar can be consulted here.

On the project’s website, you can find, among other outcomes, a set of policy recommendations. These recommendations, in particular, explore the current level of youth participation in Cohesion Policy and broader decision-making processes at the EU, national, regional, and local levels.

FITTER-EU PROJECT: Shaping Inclusive and Fair Transitions for a Sustainable Europe

The FITTER-EU project is committed to ensuring that Europe’s digital and green transitions are inclusive and fair. By using scenario simulation, FITTER helps policymakers anticipate and mitigate potential negative impacts on vulnerable groups. This project adopts a multi-stakeholder approach, engaging policymakers, civil society, and businesses in co-creating solutions for a just transition.

A key feature of FITTER is its External Complementary Board, which includes experts such as Irina Velicu (from “The Centre for Social Studies” of the University of Coimbra), providing valuable insights to enhance the project’s impact. FITTER aims to foster a more just, sustainable, and equitable Europe—where the benefits of progress are shared by all.

The Just Transition Platform

The Just Transition Platform (JTP), created by the European Commission, is designed to help EU regions transition to a climate-neutral economy while ensuring social fairness. It provides a space for regional authorities, businesses, and civil society to share experiences, access expert guidance, and explore financial resources. The platform is particularly useful for those involved in or affected by this transition, offering practical tools and knowledge to manage the socio-economic challenges of moving away from high-carbon industries.

Additionally, the JTP regularly organises events such as conferences and workshops, where stakeholders can network, exchange best practices, and learn about funding opportunities, making it an invaluable resource for staying informed and engaged in the Just Transition proces.

The Spanish Just Transition Observatory

The Just Transition Observatory is a Spanish entity established with a public service mission, offering a space for reflection and shared knowledge to support various levels of government and all stakeholders involved in the ecological transition. Its aim is to help manage the change, prevent potential conflicts, and generate conclusions and recommendations to inform decision-making processes.

In addition, it provides stakeholders involved in the ecological transition with well-documented information and verified evidence about the process, helping to facilitate more informed decision-making.

The Observatory also provides a wide range of Spanish-language resources on Just Transition, including reports, papers, policy briefs, and more. All materials can be accessed in the “Publications” and “Other resources” section.
