Local realities in Bierzo–Laciana (Spain): Reflections on Just Transition challenges

The project will carry out a series of 15 case studies aimed at providing a deeper understanding of the connections between policy interventions, environmental sustainability, and social wellbeing. These case studies, focusing on the just transition, play a central role within the GreenPaths project. They are currently under development and are expected to be completed by the end of 2025.

 

The case study led by Oxfam Intermón concentrates on assessing the social impact of just transition policies in the context of decarbonisation processes, specifically the closure of thermal power plants and mining operations in the El Bierzo–Laciana region of Spain. The main research question is: How do Just Transition Agreements influence the social wellbeing of communities affected by the closure of thermal power plants and mining activities in the Bierzo–Laciana area?

 

To address this question, among others, fieldwork is essential. Our colleague from Oxfam Intermón recently returned from León, where he conducted several interviews with members of the affected communities. During these conversations, public policies on just transition were evaluated and the current socio-economic situation was described, emphasising the issues resulting from the recent closures of mines and thermal power plants. The serious depopulation affecting the region and its link to the management of public services were also discussed.
